Rocky Glade Farms: A Legacy of Preservation Through the County’s Installment Purchase Program

farm sceneNestled in the heart of Woodsboro, Maryland, Rocky Glade Farms stands as a testament to the enduring legacy of the Hildebrand family. Owned by Marlin and Allen Hildebrand and Jessica Wiles, this farm is not only a thriving agricultural enterprise but also a symbol of commitment to farmland preservation through the Frederick County Installment Purchase Program (IPP).

The Rocky Glade Farms’ preservation journey began with Marlin’s parents, Leroy and Ellen Hildebrand. They worked with Frederick County to apply for IPP and accepted an offer in 2004. This program, similar to the Maryland Agricultural Land Preservation Foundation (MALPF) program, uses the County’s bonding authority to acquire easements at current prices, paying for them with deferred principal payments and annual tax-exempt interest payments. Instead of receiving a lump-sum settlement, landowners like the Hildebrands receive yearly, tax-free interest payments over the term of the agreement. At the end of the term, a balloon lump sum principal payment is made, ensuring the farm remains permanently preserved.

As of October 2025, 170 farms in Frederick County are permanently protected under the IPP, covering more than 23,725 acres.

The Hildebrand family’s connection to the land spans five generations. Roger Hildebrand moved from Ladiesburg, Maryland, to the family farm in 1925, initially renting it before purchasing it in partnership with his son, LeRoy, in 1962. Together, they operated a dairy farm. In 1973, LeRoy and his wife, Ellen, purchased the farm from Roger, continuing the dairy operation with their sons (Gary, Marlin and Nevin.)

Today, the 3rd and 4th generations, Marlin and his children, Allen and Jessica, along with their children, the 5th generation, manage Rocky Glade Farms. They have diversified their operations to include grain farming as well as selling beef, pork, chicken and eggs directly to consumers. The Hildebrands are deeply devoted to sustaining agriculture for future generations.

Rocky Glade Farms is more than just a farm; it is a living legacy of dedication to agricultural preservation. The Hildebrand family’s commitment to their land and community ensures that Rocky Glade Farms will continue to thrive for generations to come.
